New module for Visitors Comments

As you might've noticed already I've added a new module. It allows any of you to leave your comments under any of the webcams you visited. I've put some details in the HELP section regarding this new module.
Here I just want to reiterate that I can't monitor/moderate newly added comments on a 24/7 basis.
Hence, here goes a couple of notes:
- please don't expect your comment (especially a first time one) to appear immediately. I will eventually get to handle it, so just be patient.
- if you want to help me out in moderating comments, you are welcome to do so. Just write to the admin link.
